Supervisory Program Specialist (CYS Services) NF-03

    Duties Summary

    The Area of Consideration for this vacancy announcement is Germanywide. (Military Spouse Preference (MSP), Involuntarily Separated Military Preference (ISMP) and Family Member Preference eligible candidates are included in the area of consideration.)

    This position is located at the School Age Center in Hohenfels, Germany


    Responsibilities
    • Works in-ratio 50% of the time providing breaks for assigned staff, modeling appropriate behavior, and providing program oversight and accountability during all hours of program operation. Acts as Director in Director's absence up to 20% of the time.
    • Tracks child enrollments/youth attendance to ensure maximum occupancy rate using prescribed staff/child head count sheets. May be required to perform health related practices as reasonable accommodation for children with disabilities.
    • Utilizes compensatory enrollment in all appropriate CYS programs based on CYMS enrollment data. Notifies supervisor of terminations from the program. Ensures timely submission of personnel actions. Provides training for employees as required.
    • Prepares work schedules to meet ratio and group size requirements. Monitors and analyzes adult/participant ratio sheets to ensure proper staffing. Ensures children/youth are appropriately supervised at all times.
    • Supervises and evaluates employees based on established performance standards as required. Ensures assigned area is in compliance with all statutory and regulatory requirements leading to DoD Certification and national accreditation.

    • A one year probationary period may be required
    • Completed and signed DA Form 3433 is required prior to entrance on duty
    • Subject to satisfactory completion of all pre-employment checks in accordance with AR 215-3, para.2 to include a Child Care Tier 1 background investigation. The Crime Control Act must be successfully completed and maintained.
    • Satisfactory performance, successful completion of training requirements and demonstrated on the job competency is required
    • Must have current health assessment which documents good mental and physical health, freedom from communicable disease, and immunizations IAW current Army and DoD policy to include annual influenza vaccinations.
    • Must be able to lift up to 40 pounds.
    • Travel to on and off post locations required.
    • In consideration of COVID-19, personnel within this area routinely wear personal protective equipment (cloth face coverings, latex gloves, and/or face shields) while performing their regular duties.
    Qualifications 1. Successful completion of a 4-year college or university degree with a major course of study which directly relates to the appropriate CYS field consistent with:
    • The education must have been in child development, early childhood education, home economics (early childhood emphasis), elementary education, special education or other fields appropriate to the position to be filled such as related behavioral science.
    2. In addition to the basic requirements stated above the following is required:
    • Experience working as a Lead Child and Youth Program Assistant, Lead Child and Youth Program Technician, Child and Youth Site Leader or as a successful graduate of an Army CYS Services/Land Grant University Intern Program or similar program.
    • Ability to select, train, and supervise direct in-ratio staff.
    • Ability to develop and implement child and youth facility-based programs.
    • The ability to plan and organize work, analyze problems to identify significant factors, gather pertinent data and recognize solutions.
    • Must possess comprehensive oral and communications skills and analytical writing skills, and the ability to present ideas and proposals to a variety of audiences.

    OR

    1. A combination of education and experience - courses equivalent to a major in a subject matter field (24 semester hours) appropriate to the position (see above), plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the four-year course of study described above.
    2. In addition to the basic requirements stated above the following is required:
    • 12 months of directly related work experience as a Lead Child and Youth Program Assistant, Lead Child and Youth Program Technician, Child and Youth Site Leader or as a successful graduate of an Army CYS Services/Land Grant University Intern Program or similar program.
    • Ability to develop and implement CYS facility-based programs.
    • The ability to plan and organize work, analyze problems to identify significant factors, gather pertinent data and recognize solutions.
    • Must possess comprehensive oral and communications skills and analytical writing skills, and the ability to present ideas and proposals to a variety of audiences.
